The limit, stated before anything else
If you run a certified processing facility and you are qualifying a downstream vendor under your own program, stop here. A downstream vendor that brokers or performs test and repair for a certified supplier is generally expected to hold a quality management system certification of its own. We hold none, so we would fail your qualification, and we would rather tell you that on this page than after you have opened a file on us.
We hold no ISO 9001 certification and no RIOS certification, and we are not working towards either one. R2v3 Appendix A(8) brokering is therefore closed to us, and that is a settled position rather than an oversight. It is published here rather than hidden, because you would find it out anyway in week two.
What is left after that limit is not small. Most organizations retiring hardware are not certified processors and are not brokering anything. They are selling their own equipment to a buyer, and the qualification question is the ordinary one: is this company real, will it pay, and what is it honest about not being able to do. Which certification covers which activity is set out separately.

Who is reading this page
Three people, usually. A procurement analyst building a vendor file before a purchase order exists. A facilities or security lead who has been asked to sign off on hardware leaving the building. Or an IT asset disposition specialist checking whether a buyer who cold emailed the organization is a company or a mailbox.
All three want the same thing: documents, not adjectives. So this page is a document list with an honest status against each line, and nothing on it needs a form to read. If you have an afternoon rather than a week, run it in this order:

Confirm the legal entity in the New Jersey business registry, and confirm we appear in none of the three certification registries. Both results matter.

The W-9, the certificate of insurance for the collection, and the written offer for the lot. Those are the three that carry your job, and they arrive in writing.
What a vendor packet normally contains
In IT asset disposition, a vendor packet is the bundle a buyer or a processor hands over so the counterparty can qualify it without a site visit. There is no universal template, but the same items recur:
- proof the legal entity exists, and at which address it is registered
- tax and remittance paperwork, so accounts payable can set the counterparty up
- evidence of insurance, and the limits carried
- the written terms on which material changes hands
- what happens to data bearing media, and who certifies it
- where material goes next, and under what controls
- certifications held, with certificate numbers that can be checked in a registry
- references from counterparties who will speak on the record
The last two are where most packets in this industry quietly break. A certificate number that resolves to a different facility, or a reference nobody can actually call, is worse than an admission. That is why our answers below include the word no in three places.

Everything marked yes is already published on this site and needs no request. Three items are supplied in writing when you ask, because they are written against your specific job. Everything marked no is a flat no and will not change with a phone call.

What we cannot supply
These are not gaps waiting to be filled. They are consequences of being a buyer rather than a processing facility, and they will still be true next quarter:
- no certificate of destruction, and no sanitization procedure behind one
- no processing or data destruction certification, and therefore no certificate number to check
- no quality management system certification
- no environmental permit or waste licence
- no facility to audit and no processing line to inspect
- no audited custody record that survives the point at which we resell the lot
If your file requires any of those, close it. That is a faster outcome for you than a meeting, and we will not spend your time arguing the point.
If you need a certified downstream vendor
Use one. Search the public registries by facility name, confirm the certificate covers the address the material is actually going to, and ask for the scope statement rather than the certificate image.
